Prohibited Products and Activities
This page provides information on the types of activities, businesses, products, and sectors that are not permitted to use Cartpanda Pay services. In other words, compliance with the rules and restrictions outlined is necessary to sell through Cartpanda Pay.
High-Risk Jurisdictions and Individuals
It is prohibited to use Cartpanda Pay services for any business, contracting, or sale of goods and services, directly or indirectly, for:
High-Risk Jurisdictions
Individuals located in, residing in, or citizens of jurisdictions, as well as products originating from these jurisdictions, which, by Cartpanda's determination and for legal, contractual, and commercial reasons, among others, are prohibited, such as Cuba, Iran, North Korea, Syria, and the regions of Crimea, Donetsk, and Luhansk.
Additionally, conducting transactions involving the import or export of any product to or from Russia is prohibited. Directly or indirectly exporting, re-exporting, selling, or supplying quantum computing services, information technology (IT) consultancy and design services, IT-support services, and cloud-based services for enterprise management software and design and manufacturing software to any person located in Russia.
Directly or indirectly dealing in any goods prohibited by law for export to or import from Russia, including luxury goods and items on the Common High Priority Items List.
Directly or indirectly providing advertising services, auditing services, legal advisory services, credit-rating services, market research, or public relations services to any person located in Russia (applicable to EU/UK-related transactions).
High-Risk Individuals
Individuals who, by Cartpanda's determination and for legal, contractual, and commercial reasons, among others, are prohibited, such as individuals or legal entities included in a list of restricted persons or entities in the U.S., the United Kingdom, the European Union, or the United Nations, including sanctions maintained by the U.S. Office of Foreign Assets Control (OFAC) or the Denied Persons List maintained by the U.S. Department of Commerce.
Prohibited Services
Exporting, re-exporting, selling, or providing accounting services, fund and company formation, management consulting, architecture, or engineering services to any individual located in Russia.
Prohibited Activities
Certain types of products cannot be marketed using Cartpanda Pay, both for legal reasons and platform policy reasons.
If our team or automated system detects any of the products listed below, your Cartpanda operation may be frozen without prior notice until the situation is resolved.
Unfair, Deceptive, or Abusive Acts or Practices
Acts or practices that contravene rules, laws, regulations, or guidance prescribed by the Federal Trade Commission (FTC), the Consumer Financial Protection Bureau (CFPB), or other applicable consumer regulatory bodies.
- Predatory mortgage consulting
- Companies that make exaggerated claims, use misleading testimonials, employ aggressive sales tactics, or use false endorsements (with or without a written contract)
- Companies offering unrealistic incentives or prizes to encourage the purchase of products or services
- "Get-rich-quick" schemes, including investment opportunities or other services that promise high returns while deceiving consumers; schemes that offer high returns with minimal effort or work, and websites promising quick and easy money
- Pyramid schemes
- Negative option marketing, negative option membership clubs, and discounted trial offers that use misleading or hidden pricing
- Predatory investment opportunities with little or no financial return
- Any other type of business that Cartpanda deems unfair, misleading, or predatory to consumers
- Bots, apps, or similar services that promise financial returns
- Making false or misleading claims, including promises of unrealistic or unverified financial gains
- Disclosure requirements: Businesses must clearly outline any conditions or limitations associated with their products. For example, if only a small percentage of users tend to make money, this must be disclosed
- Document forgery services
- Multi-level marketing services offering commissions or sales-based recruitment
- Value-added service reselling, including selling or reselling services without additional benefit to the buyer; reselling government-offered products without authorization or added value
- Suspicious remote technical support
- Telemarketing
- Selling online traffic or engagement
- Door-to-door sales
Weapons, Firearms, Explosives, and Hazardous Materials
- Weapons, gunpowder, ammunition, fireworks, and other explosives
- Toy weapons (gel blasters)
- Weapon components such as firing pins, magazines, clips, firearm conversion kits, and any 3D-printed weapon
- Swords and katanas, unless used as replicas or for martial arts practice
- Concealed knives and knives with opening mechanisms designed for rapid blade deployment
- Machetes
- Toxic, flammable, combustible, or radioactive materials
- Pesticides requiring a certified professional for application
- Research chemicals
- Products that cannot be shipped by mail according to the U.S. Postal Service (USPS)
- Replicas of modern firearms, including toys, with inadequate markings
- Pepper spray and stun guns
Adult Content and Services
- Men's clubs, topless bars, and strip clubs
- Pornography and other adult content (including literature, images, and other media) depicting nudity or explicit sex
- Adult services, including prostitution, escorts, pay-per-view, sexual massages, fetish services, mail-order brides, and live pornographic chat features
- All online dating services, including matchmaking services
- Any artificial intelligence-generated content that meets the criteria for prohibited adult content.
- Adult video stores.
Debt Reduction Companies
- Debt settlement, negotiation, and consolidation
Loans and Credit
- Credit monitoring, "credit repair," and counseling services
- Loan payments with credit cards
- Any form of loans or financial credit
Gambling
- Gambling, such as betting, online gambling, casino games, sweepstakes, and contests, fantasy sports tournaments with cash or prize rewards (betting courses, lotteries, crash games, etc.)
- Skill-based games, such as tournaments or competitions in video games and mobile games, darts, card games, and board games with cash or prize rewards
- Pay-per-bid auctions
- Lotteries
- Entry or player fees that promise the entrant or player will win a valuable prize
- Sports predictions or betting with cash or prize rewards
Cannabis
- Courses and information on cannabis cultivation
- Hydroponic equipment and other cultivation or production equipment marketed for cannabis planting
- Cannabis shops and similar businesses
- CBD products with THC levels above the applicable local jurisdiction's legal limit, including edible CBD products
- Cannabis-derived products
Non-Fiat Currency
- Cryptocurrency mining and staking
- Initial Coin Offerings (ICOs)
- Secondary NFT sales
Non-Fiat Currency and Stored Value
- Cryptocurrency exchanges and wallets (e.g., Bitcoin, Ripple, Ethereum, Dogecoin, Cardano, etc.)
- Preloaded payment cards, gift cards, virtual credits, or other products and services that store monetary value (digital or physical)
- Issuing and selling NFTs independently, including marketplaces and SaaS platforms
- Prepaid phone cards, SIM cards, and phone services
- Sale of in-game currencies or items
- Sale of stored value or credits held, accepted, and issued by any entity other than the seller
Financial Products and Services
- Debt collection agencies
- Shell banks
- ATMs
- Transaction accounts
- Bank account financing
- Funded proprietary trading desks
- Neobanks or digital banks
- Other financial services
- Check cashing
- Insurance (including health benefit packages)
- Custodial services
- Lending services, including mortgage loans
- "Buy now, pay later" services
- Peer-to-peer money transfers
- Money transfers, remittances, currency exchange services, and other monetary activities
- Sale of bearer shares
- Money orders and traveler’s cheques.
- Payable-through accounts.
Products and Services That Infringe Intellectual Property Rights
- Counterfeit products
- Illegally imported or exported products
- Any other product or service that infringes or directly facilitates the infringement of trademarks, patents, copyrights, trade secrets, proprietary rights, or third-party privacy rights
- File-sharing websites, regardless of whether they host infringing content
- Unauthorized sale of branded or designer products and services
- Unauthorized sale or distribution of music, movies, software, and other licensed materials
Pharmaceutical Products, Medical Devices, and Telemedicine (refer to FAQs for more details)
- Regulated medical devices sold by prescription
- Online pharmacies, including SaaS platforms
- Pharmaceutical products and other prescription products paid for without a physical card
- Pseudo-pharmaceutical or nutraceutical products with unsustainable or harmful claims
- Promises of curing any disease, whether congenital, chronic, or temporary (such as diabetes)
- Prescription delivery services
- Telemedicine services
General Products Considered High-Risk and Prohibited by Cartpanda

- Accounts from other platforms (when violating platform terms of use)
- Social media accounts
- Hair straightening brushes
- Vertical rotating oven
- Console gift cards (PlayStation, Xbox, Nintendo, etc.) and other digital games
- Bath towel sets
- Earning money from videos
- "Love Honey" products
- Laptops
- Red Silver cookware
- Perfumes
- Licensed products without the proper commercial license
- Replica sneakers
- Vert shoes and sneakers
- Social media followers
- Smartwatches
Nutraceutical and Pseudo-Pharmaceutical Products
- Pseudo-pharmaceutical or nutraceutical products with unsustainable or harmful claims
- Pseudo-pharmaceutical or nutraceutical products aimed at significant weight loss or sexual performance
- Prohibition of false or misleading claims: It is illegal to make specific weight loss promises without scientific evidence. For example, claiming that someone can lose "10 kilograms in 2 weeks" without proof is considered deceptive advertising.
- Scientific proof requirements: Claims must be supported by robust scientific studies. False claims may result in fines and legal actions.
- FDA disapproval: Health-affecting products (pills, supplements, or devices) must be FDA-approved before being marketed in the United States. If the product is not approved, its sale may be suspended.
Any Illegal Product or Service
- Spyware applications or tools, monitoring software, or unauthorized access to third-party applications or social networks
- Companies that engage in, encourage, promote, or celebrate illegal violence or material harm to people or property
- Equipment and items intended for manufacturing or using drugs
- Telecommunication manipulation equipment, including signal jammers (TV Box, IPTV, or unregulated streaming services)
- Services providing false references or identities
- Illicit substances (drugs) or substances designed to mimic illegal drugs (including kava)

- Law firms receiving funds not classified as attorney fees
- Bail payment
- Legal services in general
Identity Services
- Identity theft protection services, including monitoring and recovery
Public Services
- Disbursement of government economic aid, such as grants
- Offering products and services on behalf of embassies and consulates
- Offering public services with misleading claims
- Offering public services without authorization or added value
Tobacco
- Herbal cigarettes
- Equipment specifically marketed for tobacco product manufacturing
- Tobacco products, including electronic cigarettes, cigars, and e-cigarette liquids
Travel
- Charter or private airlines
- Commercial airlines and cruise lines
- Travel booking services and clubs
- Timeshare services
Jurisdiction-Specific Prohibitions
United States
- Extended warranties
- Medical benefit packages not offered by a government or health insurance company
- Shipping brokers and freight forwarders, without prior authorization from Cartpanda
Brazil
- Genital and nipple jewelry
- Genital prosthetics
- Sex accessories and lifelike sex toys
Other
- Crowdfunding, fundraising, and other donation solicitation activities
- Payment intermediation and aggregation (including receiving settlement funds for products or services not provided by you, on behalf of one or more third-party sellers)
- Multi-Level Marketing: A business strategy where companies earn revenue, and participants earn commissions through network marketing for retail product sales and referral marketing programs
- Age-restricted products or services, such as alcoholic beverages
- Charity raffles and lotteries explicitly for fundraising
- Any activity that uses information, communications, or other advertising means that are wholly or partially false, omit essential data, or otherwise mislead consumers.
Prohibited Uses of Cartpanda Products
- Using Cartpanda products with false, manipulated, inaccurate, or misleading data related to your identity, legal entity, operational nature, or any other required information by Cartpanda. If your personal or business data changes, you must inform us immediately.
- Using Cartpanda products to conduct transactions on behalf of an unidentified merchant or to sell products or services not specified in the Cartpanda account application.
- Using the Services to manually input card transaction details on behalf of a cardholder, rather than through the standard consumer-facing checkout flow (i.e., use as a virtual terminal).
- Processing transactions where no genuine product or service is being sold or delivered to the Buyer, including the use of the Services for card testing (i.e., submitting multiple low-value transactions to verify whether stolen or unauthorized card numbers are active).
- Unauthorized use of Cartpanda intellectual property; using the Cartpanda name or logo, including registered trademarks or service marks, without compliance or in a way that harms Cartpanda or its brand; any action suggesting false endorsement by or affiliation with Cartpanda.
- Any action intended to evade or circumvent card network chargeback monitoring programs, including but not limited to opening new accounts, fragmenting transaction volume across multiple accounts, or otherwise manipulating data to avoid identification under such programs.
- Processing transactions where the Supplier’s business address is located outside the jurisdiction of the applicable acquiring entity, unless expressly permitted under applicable card network rules and with Cartpanda’s prior written authorization.
- Sharing cardholder information with another business for payment or cross-sell of products or services.
